DUTIES/RESPONSIBILITIES: The position is responsible for supporting revenue analysis, rate setting, and optimizing customer/stakeholder experience in NBC’s outward facing activities. Duties include development and monitoring of revenue, assisting with the management of rate case filings before the Rhode Island Public Utilities Commission (PUC), and analyzing NBC’s billings, website, permitting, and customer service activities to improve efficiency and stakeholder experiences. The position assists with the preparation of various other applications for regulatory approval, including modifications to terms and conditions, and compliance filings. The position also works closely with Customer Service on the implementation of tariffs, the identification of revenue trends, and external facing mailings, bill formats, and scripts.Using sound analytical methods, prepares user fees and miscellaneous revenue projections for the annual budget and prepares the written portion of the annual budget related to revenue. Maintains a user fee database for consumption and flat fee revenue and billing units and prepares monthly reporting. Analyze data and conduct user research to improve the NBC customer experience, develop and recommend changes to NBC’s billing materials, outreach permitting procedures, and external communication. Assists in the development of system-generated revenue reports. Identifies any significant variances in revenue using reports and data analysis to provide potential explanations for the variances, as well as the projected duration and significance of these differences. Analyzes and projects revenues trends. Assist in the preparation of RFQ/P for rate case consulting. Assists with the management of rate cases filed with the Public Utilities Commission, including notices, review of testimony, supporting schedules, and responses to data requests. Maintains user charge history for rate modeling. Assist with the development and submission of applications to modify Terms and Conditions on file with the PUC. Assist with the development and submission of applications to support filings with the Division of Public Utilities and Carriers associated with long-term debt issuance. Assists Customer Service with the interpretation of PUC-approved tariffs, NBC and PUC Rules and Regulations, PUC, Division Orders. Assists Customer Service by researching and developing methods to reduce the number of customer calls to NBC, the length of time spent resolving customer issues, and tracking customer satisfaction. Works with Customer Service to ensure proper customer notification of rate changes and that all new rates are properly entered into the utility billing software. Make presentations and prepare written reports and correspondence. Perform other duties and special projects assigned.
EDUCATION/EXPERIENCE/SPECIAL REQUIREMENTS: EDUCATION / EXPERIENCEMust have a four-year degree in Accounting, Business Administration, Finance, Economics, or a related field. Must have three to five years of budgeting, financial analysis, or utility billing experience, along with a familiarity of basic rate making and estimation concepts. A combination of education and experience that is substantially equivalent shall be considered. JOB KNOWLEDGE, SKILLS, AND ABILITIES: Qualified candidates must have excellent writing, interpersonal, and organizational skills. High-level competency in enterprise reporting, MS Office, and spreadsheet software.
